We need a sub-titles campaign

When the BBC, ITV, Channel 4, Channel 5 and other TV companies broadcast via terrestrial (analogue and digital), cable or satellite they are regulated by OFCOM and have to comply with subtitling targets laid down by Government. None of these broadcasters can function without Goverment approval and the will of the public.
 
However, once they decide to broadcast by telephone, PC (streaming and download) or mobile phone they are unregulated. What they broadcast is entirely up to themselves.
 
So of course subtitles are effectively non existent. It would be very easy to introduce legislation that says if you want to broadcast in the UK by the regulated route then you must agree to subtitle the unregulated route - so to speak.
 
Simple - but not happening. Any chance of a campaign to change?
